根据网上的教程，在fabric2.4版本，利用crypto-config生成了证书文件，利用configtx.yaml生成了创世区块文件，同时改写orderer.yaml和core.yaml分别启动了orderer模块和peer模块，创建通道提案文件fabrichannel.tx和锚节点通知提案Org1MSPanchors.tx，但在使用Peer生成创世通道初始块时报错：

查看orderer的日志，提示是没有满足通道生成policy的管理员权限问题：
